Ron Bell is a Senior Consultant with Draper & Associates' Construction Services Division. He brings a wealth of construction management experience including project management, constructability reviews, utility coordination, client interface and contract administration on a variety of construction engineering assignments. In addition, Mr. Bell has valued expertise in providing claims analysis and litigation support services.
EXPERIENCE
Mr. Bell has more than 30 years experience in the construction industry, working in a variety of services and fields. His project experience includes highways, tunnels, industrial facilities and pipelines totaling more than $282.5 million.
Currently, Mr. Bell is assigned to projects with the Florida Department of Transportation (FDOT) where he is providing construction management services, as well as claims negotiations on pending litigation for settlements prior to further legal action. His project responsibilities include:
Negotiating change orders and notices of intent for claims between contractors and the Florida Turnpike Enterprise prior to submission to Dispute Resolution Board actions.

As the Construction Division liaison to the Design Division, Mr. Bell is performing constructability reviews from Initial Project Scope through Final Plans for all future projects of the Florida Turnpike Enterprise.

Coordinating pre-construction utility relocations, issue resolutions for unforeseen conflicts under on-going contract work, documenting oversight and consultation regarding pending issues and Intent to Claim Notices.
Prior to joining Draper & Associates, Mr. Bell gained experience through work with a variety of clients on the following projects:
As a consultant for Target Engineering Group, Mr. Bell prepared the plan review for the FDOT – District IV, performing constructability reviews and utility relocation coordination under a General Services Agreement.

For GL Homes, Mr. Bell prepared a constructability reviews, quantity verifications and cost estimates on parcel development and public infrastructure projects under Developer Permits.

Keith & Schnars, PA – Plan Review for FDOT – District IV - performing constructability reviews and utility relocation coordination under General Services Agreement.

As a Construction Manager for W. Jackson & Sons Construction Co., Mr. Bell's project responsibilities included project management, quantity take-off and proposals, roadway widening, road construction, water, sewer, drainage, earthwork and clearing.

For Last Devenport, Inc., Mr. Bell prepared the constructability review for the expansion of a four-lane roadway to six lane configurations.

For the Palm Beach County Roadway Division, Mr. Bell was the approved consultant on roadway and right of way infrastructure improvements.

As Director of Operations for Ric-Man International, Inc., Mr. Bell was responsible for project oversight on numerous projects, to include:
A $24 million neighborhood improvement Project for St. George East, Roosevelt Gardens, & St. George West
A $12 million Streetscape Design Build project on Washington Avenue located in the City of Miami Beach
The $5.7 million Utility Design Build of DERM 01-MDWASD-NLE-West
The $15.5 million Roadway Reconstruction for Palm Beach City located at Hagen Ranch Road, Atlantic Road and Boynton Beach Blvd.

As Vice President of Operations for W. Jackson & Sons Construction Company, Mr. Bell oversaw the following projects:
The design build of the drainage control system from Pembroke to the Dania Cut-Off Canal
A $6.9 million Site Development Utility Infrastructure project
The $1.2 million improvements to the Broward County Utility R/W Infrastructure
The $12.6 million improvements to the Palm Beach County Utility R/W Infrastructure
A $1.2 million drainage improvement project for the FDOT
The $7.3 million improvements to the Palm Beach Roadway
- While with Odebrecht Contractors of Florida, Mr. Bell held various positions ranging from Superintendent to Project Manager on a variety of public infrastructure jobs, that included:
The $22.5 million South Terminal Complex Infrastructure Project, which included bridge, roadway, a triple box culvert extension, and embankment for the GOAA.
The $40 million interchange project from I-40 to I-85 outside Greensboro, NC, on behalf of the NCDOT
The $22.5 million South Dade Landfill project for the Dade County Solid Waste Management department
Mr. Bell has also worked as a construction consultant providing estimating, scheduling, project supervision, document research, cost analysis, damage evaluation, and expert witness for litigation, arbitration, and negotiation services. His project work included:
The termination of a contract between NU Inc. and LG DeFelice over an improper breach, for the Southern District of Florida

Development of the Claim and Presentation for Bergeron Land Development against the FDOT for the I-595 – drainage subcontractor.
