Jeff Paris is a Senior Consultant for Draper & Associates' Atlanta office and is currently on assignment to the Claims and Litigation Support group of the Draper & Associates (D&A) Construction Services Division. His role as "forensic architect" is focused on research and analysis of project history for actual design and construction activities versus as-planned schedules for the contractor, subcontractor or project owner.

Mr. Paris has more than 29 years of professional experience specializing in the corporate Interior Architecture industry throughout the Southeast region. His strengths focus on the construction document and construction administration phases of the work. His skills also include project management, cost estimating, scope / budget development, analyzing contractor bid documents, project scheduling, and overall contract compliance within established policies, general conditions and specifications. In addition, Mr. Paris has developed multiple processes to assist in prompt and concise execution of project administration tasks.

Prior to joining Draper & Associates Construction Services Division, Mr. Paris provided consulting support to the firm's Capital Programs Division, currently engaged at the Atlanta Housing Authority (AHA). In this role, Mr. Paris provided project planning and implementation, construction and design solicitations, process control services and strategic planning for various Special Initiative projects valued in excess of $14.5 Million for AHA.
In addition, Mr. Paris oversaw the ADA/UFAS integration; Energy Performance Contracts, and Energy Conservation Initiatives at 31 multi-family housing communities. He was also involved with construction and project management, contract planning, coordination and administration, design consultation, project scheduling, construction and fee estimating and special initiative project planning and implementation. Mr. Paris also managed all solicitation, design and construction activities at the 230 J. W. Dobbs Avenue high-rise headquarters building for AHA.
Highlights of his Public Housing knowledge:
- More than four years acquired public housing experience in an acknowledged high-performing environment.
- Familiarity of HUD procurement and contracting requirements as covered by 24 CFR 85.36; including enforcement of HUD 5369, the General Conditions of the Contract for Non-Construction and HUD 5370, the General Conditions of the Contract for Construction.
- Definition of specific scopes of work incorporating AHA goals, objectives and budgets.
- Ongoing management of the Energy Performance Contracts goals, objectives and procedures, including the integration of additional conservation projects without the use of capital funds.
- Management of multiple projects incorporating Section 504, HUD's construction requirements for the Uniform Federal Accessibility Standards (UFAS).
- Management of the multiple-community gas-fired appliance replacement contracts that incorporated certified inspections, meter and gas line inspections, liaison with the City Bureau of Buildings and structural modifications to incorporate current building codes.
- Co-management of the AHA Energy Management Department that included re-negotiation of utility rates, automation of billing review; consumption exception reporting and coordination/ integration with the authority wide maintenance and capital improvement projects.
- Management of Risk Assessment plan that periodically verifies the conditions of the communities in an effort to reduce the resident/ staff exposure to risk. Identification of concerns and their remediation are tracked to prompt completion.
- Co-management of an Integrated Inspection Initiative incorporating Risk Assessment, Major Systems, Elevator, UPCS [enhanced] and Management and Occupancy Compliance [MOCR]. This annual community review process incorporated the creation of the specific focused checklists, a coordinated scoring methodology, an integrated inspection schedule spanning 31 communities and an executive reporting process. Additionally, he coordinated the visual presentation of the cost and time analysis into a coherent and concise argument for the resolution process.

In addition to the traditional design responsibilities, he has performed Design and Space Utilization studies, Facilities Condition Assessments, Building Evaluation studies, Peer Document Review and ADA Compliance Surveys.
