Kimball Peed is a Senior Consultant with Draper & Associates' Capital Programs Division (CAP). His responsibilities have included contract administration and internal audit on behalf of the Real Estate Management Division at the firm's Atlanta Housing Authority (AHA) Engagement. Georgia State University's Design & Construction Services Office is a client for Qualifications-Based Selection procurements of professional construction services. He is industry association coordinator for CAP and actively engaged in business development.
EXPERIENCE
With more than 20 years of leadership experience in State of Georgia public service, Mr. Peed's expertise lies in program and project management of complex and diverse project needs ranging from procuring, contracting, and managing engineering, construction, and capital improvements programs, to business process reengineering. Mr. Peed has held management positions with the Georgia Department of Corrections, the Georgia State Financing & Investment Commission, and the Georgia General Assembly.
Since joining Draper & Associates' Capital Programs Division engaged at the Atlanta Housing Authority, Mr. Peed has been responsible for expediting the implementation of AHA initiatives in public housing. He has developed continuing process improvements in contract administration and internal process audit.
In addition to his work on the AHA engagement, Mr. Peed is also serving as a capital improvements planning consultant to Georgia State University (GSU). Within this engagement, he has provided GSU with complete leadership and administration for procurement of professional construction services using advanced Qualifications-Based Selection (QBS) procedures.
Prior to joining Draper & Associates, Mr. Peed spent three years with the Georgia State Financing & Investment Commission's (GSFIC) Construction Division, in multiple positions of leadership. As the Director of External Affairs, Mr. Peed acted as the Business Development Representative, Public Information Officer, and Legislative and Construction Industry Liaison, providing relevant information in response to public inquiries and requests from elected officials and the press.
Additionally, Mr. Peed served as the Director of Contracts for GSFIC, where he was responsible for managing solicitations for public construction projects and developing extensive practices in new methods of Qualifications-Based Selection of professional construction services for state government. In conjunction with the Office of the Attorney General of Georgia, he made extensive contributions to the development of new design and construction contracts for the State of Georgia.
While working for Georgia 's General Assembly for six years, Mr. Peed was the executive staff director to a state legislative committee comprising the leadership of the General Assembly. As founding director of the Budgetary Responsibility Oversight Committee's Research Office, Mr. Peed organized this new professional resource for the state legislature, leading a team of performance evaluation professionals in examinations of state government programs and policies, including groundbreaking work on capital construction. In addition, he pioneered six annual strategic planning conferences for state government that were attended by legislators, governors, state agency heads, and other state constitutional and appointed officials.
Previously, as the Assistant Administrator of the Food and Farm Services Division of the Georgia Department of Corrections, Mr. Peed provided analysis and advice for policy formulation, oversaw the development of a computerized food distribution and accounting system, and created systems for inventory accounting, cost analysis, and divisional budgeting. Before that, Mr. Peed was a budget analyst in the Department of Correction's Budget Office, where he was responsible for monitoring expenditure behavior and projecting budgets for correctional health services, and training Budget Office staff on the use of computer tools for increased productivity.
Mr. Peed has also provided independent consulting expertise to a variety of public and private clients, including the City of East Point, Georgia.
Active in professional business organizations, Mr. Peed has volunteered in leadership office for the Southeast Region Building Commissioning Association (SERBCA), and is a member of the leadership board for the Georgia Chapter of the Construction Owner's Association of America. He represents COAA on the Georgia A/E/C Leadership Roundtable.
