The Challenge

Staging the world's largest peace-time event involves a multitude of challenges for the organization responsible for hosting the event. One of those challenges involves the accreditation and uniforming of the approximately 75,000 staff and volunteers required to manage the event.

In one of its many-faceted roles as the Planning and Program Management Consultants to the Atlanta Committee for the Olympic Games (ACOG), Draper & Associates provided complete turn-key services on the planning, build-out and operations of the Staff Processing Center (SPC). This $ 1.1 M venue was the consolidated "one-stop" location where all 75,000 Olympic Staff and Volunteers were in-processed to receive their Olympic credentials (accreditation badges) as well as their official Games-time uniforms. In fulfilling its mission to process 75,000 individuals over a two-month period, the SPC was the longest operating facility of all Olympic venues and represented the public's first glimpse of an ACOG-run operation. In addition to providing efficient service, the SPC was designed to provide customers with a festive and fun experience as they moved through the Center.

The Draper Approach

Draper & Associates responsibilities for the SPC included comprehensive strategic planning addressing the mission, goals, staffing and operational planning needs of a temporary staff intake location. Draper & Associates staff bore full responsibility for development and implementation of the SPC budget, staff plan, and construction program. Of particular note was Draper & Associates' development, design, and construction role that turned 100,000 SF of old cheese warehouse space into a bright, cheerful, air-conditioned processing center. Due to budget constraints, Draper staff members performed all programming, architectural, and graphic design services as well as prepared comprehensive construction documents and specifications that allowed construction to be performed using multiple prime contractors. Draper staff acted as architect, owner's representative, and field superintendent throughout the accelerated construction period. Space improvements included installation of 100 tons of air conditioning, retrofit of all lighting fixtures and electrical service, computer system cabling and wiring, painting, and carpeting. Decorating and graphic design improvements included installation of 350 overhead banners, pipe & drape, interior furnishing, and two specialty art exhibits.

Results Realized

Under Draper & Associates' comprehensive program management direction, the development and operation of the SPC was an overwhelming success, particularly in light of the fact that the facility was delivered and operated 25% under budget.
