
Draper & Associates (D&A) has provided extensive claims work for the Savannah District of the U.S. Army Corps of Engineers. Following is a synopsis of some of those claims.
Delivery Order No. 008: From June 2000-Sept 2002 D&A provided an on-site mechanical engineer and mechanical technicians through its subcontractor Mobley Engineering, to provide technical advice and quality assurance supporting the replacement of the oxygen diffuser system at Richard B. Russell Lake . Draper & Associates provided detailed project schedule support, monthly job coordination meetings, and progress reports. Through the monthly job coordination meetings, Draper kept the entire project team focused on the critical procurement actions that were delaying the project. The monthly and bi-monthly updates and progress reports allowed all members of the project team to adjust work schedules to deliver components when needed based on the project schedule.
Delivery Order No. 010: Draper & Associates provided a civil engineer to analyze all aspects of the contractor's claim for $885,907 against Contact No. DACA21-94-C-0068, Special Operations Medical Training Center , Ft Bragg , North Carolina . This included the analysis of two years of Primavera Project Planner schedules, review of all construction contract files, and the production of a final claims analysis report. Draper & Associates participated in meetings with the Contractor, and provided testimony before an Armed Services Board of Contract Appeals directed mediation. The firms efforts helped convince the contractor that reaching a settlement was in his best interest. The contractor's claim was settled for a payment of $170,000. Draper & Associates wrote the funds request, final modification to the contract for the Contracting Officer's signature and expedited the final payment to the Contractor.
Delivery Order No. 012: Draper & Associates provided expert claims consulting to the Savannah District on the Contractor's claim for $3.9 million against Contract No. DACA21-97-C-0110, Barracks Upgrade FY-97, Fort Gordon , GA. Draper & Associates provided CESAS with a detailed construction schedule and feasibility report for the proposed project, demonstrating that the project was feasible as awarded. Assistance and advice was provided to the Office of Counsel on the deposition of contractor witnesses. The Draper expert was deposed by opposing Counsel and provided expert testimony to the Armed Services Board of Contract Appeals directed mediation. After the unsuccessful mediation, Draper continued to provide support to the Contracting Officer and Office of Counsel in continuing negotiations with the contractor. This support helped the District reach a final settlement of $616,606. Draper & Associates wrote the funds request, final modification to the contract for the Contracting Officer's signature and expedited the final payment to the Contractor.
Delivery Order No. 013: Draper & Associates provided customized training to the Savannah District in the District HQ. The instruction provided included the use of Primavera Project Planner version 3.1, SureTrak version 3.0 and Claim Digger. Instruction was customized to focus on the needs of each target audience. Under the contract, Draper continuously provides analysis of contractor schedules to support field offices in the administration of construction contracts, this includes initial schedules, change order analysis, and effects of adverse weather.
Delivery Order No. 014: Draper & Associates provided a civil engineer to analyze all aspects of various contractor's schedules and claims presented to the District's Construction Claims Section. This included support to evaluate and assist the Area Engineer in working with McCarty Corporation in updating and revising the schedule for the Ft Stewart, Barracks Upgrade II Project and analysis of a time extension for a modification to the Medical Dental Facility at Hunter Army Airfield. Draper & Associates assisted project engineers in reviewing the contractor's initial schedules for the Armed Forces Reserve Center at Greenville , South Carolina , and various project schedules for projects at Ft Bragg, North Carolina . Draper & Associates also provide assistance to Project Engineers and Project Managers in the District Headquarters.
Support to the Savannah District (subcontract to Contract DACA21-02-D-0008): July 02 - Oct 02:
Draper & Associates provided training to Area/Resident Engineer Office staffs, including formal classroom and individual instruction on advanced techniques in the utilization of Primavera Project Planner (P3). Draper & Associates continued to support the district as the expert in the use of P3 including the integration of P3 schedules with RMS and support to the Corps of Engineers P2 program.
Cape Romain Contractors Claim - Draper & Associates conducted an analysis of the contractor's request for $272,000, including the effects of adverse weather and differing site conditions. Draper & Associates provided support in formulation of the Contracting Officers Decision that awarded the contractor a reduced amount of $35,000.
Polote Construction Company Claim - Draper & Associates provided support to the Savannah District in the analysis of the contractors claim for $1.25 million. Analysis included a detailed breakdown of work areas on a daily basis for the entire three year duration of the project, and the effects of differing site conditions, delayed building access and change orders. Draper & Associates made presentations to the opposing council and participated in multiple negotiation sessions.
