East Port Marina & Country Club was a multi-model residential development in Little River ( Myrtle Beach ), South Carolina . This three-year project consisted of an 18 hole golf course, 53 slip marina, 150 single-family homes, 80 town houses, and 420 condominium units. The project was a "green field" development. Thus, Draper & Associates involvement began at the initial planning levels, when the land was undeveloped acreage.
Working with the developer, Draper & Associates created the initial overall program plan. This plan depicted all design, permitting and funding activities and programmed the construction of the project from infrastructure through build-out. Development of the comprehensive construction schedule was coordinated with the development funding and sales projections. This was accomplished by merging sales projections with the phased projections of funding availability to establish the basis for contracting for actual work performed.
A Draper & Associates senior consultant assumed the role of Manager of Design and Construction. During the design phase, he prepared, negotiated and administered contracts for design by working with the local governments, marketing staff and design professionals. He also managed all permitting activities and oversaw the development of contract documents and approvals by governmental agencies.
During the construction phase, Draper & Associates provided on-site management and coordination of all construction activities for this $52 million project.
As the on-site representative for the development company, Draper & Associates also provided day-to-day coordination of governmental interface and support of sales through a program of owner upgrades for the housing units.
