The Challenge

In the Fall of 2004, Draper & Associates' (D&A) was selected by the Construction Division of the Georgia State Financing and Investment Commission (GSFIC) to perform a comprehensive management review of a component of their organization, the Roof Management Group (RMG). The RMG organization was transferred from another state government organization, the Georgia Building Authority (GBA) to GSFIC's Construction Division in 2000. Currently, RMG operates as an independent group within the Construction Division performing three primary functions:

  • Upon request, provides roof inspection services for State of Georgia government agencies to ascertain the status of their buildings' roofs and make recommendations for on-going maintenance and/or replacement.
  • Upon request, provides re-roofing design drawings, specifications and re-roofing process consulting assistance to State of Georgia government agencies for agency personnel in charge of roof-replacement projects.
  • Provides roofing observation function to help ensure correct and complete roof installation for new-construction projects that Construction Division is managing.

The Draper Approach

The initial phase of this project involved a series of detailed and interrelated data gathering, documentation and fact-finding activities covering all aspects of the RMG's organization, as well as its operational and managerial systems and processes. Industry and Peer Group data/documentation was compiled and reviewed along with that from within the RMG and State of Georgia . The data collection and documentation was organized by source and type and structured to support fact-finding efforts . .

Preliminary findings were produced in relation to each of the following parameters:

  • Mission and Scope of Responsibility
  • Organizational Structure
  • Operational and Cost Effectiveness
  • Compliance
  • Management Effectiveness

The data and documentation compiled were also screened to identify and eliminate/adjust for inconsistencies and/or anomalies that might have skewed the comparative analysis performed in the subsequent phase. This involved a series of structured analyses designed to both add to and further investigate the findings generated in Phase 1. Operational and ratios measuring functional process efficiency, cost effectiveness and service delivery quality within the RMG were developed and contrasted with comparable benchmarks collected from secondary Industry sources. The RMG's organization structure, operating systems and processes, financial controls and management practices were analyzed within the context of the Analytical Parameters and criteria outlined previously in this Section, as well as in comparison with best practices and professional standards of care within the commercial construction industries.

A detailed analysis was also performed by mapping and comparing administrative processes and management reporting practices with regulatory and internal policy guidelines. These interrelated analyses were used to formulate a series of alternatives focused on opportunities to improve the effectiveness and efficiency with which the RMG operates. The analytical conclusions reached and analytical tools/models that support them were then used to develop, evaluate and refine a series of specific alternatives.

 

Results Realized

After periodic progress review meetings with the GSFIC Construction Division's executive management, a final draft of the D&A management review report was delivered to the client, followed by an Executive Management meeting with the Construction Division to discuss the conclusions and recommendations contained within the report.

The Draper & Associates' recommendations were implemented by the Construction Division Executive Management in June 2005 with significant savings and considerable gains in operational efficiencies.

Most notable to this project is the continued demonstration of Draper & Associates' ability to effectively perform comprehensive management review studies of business organizations of any size. The skills and expertise of the D&A consultants combined to deliver a report that provides complete, insightful, specific recommendations supported by thorough quantitative and qualitative analysis.
