The Maryland-National Capital Park & Planning Commission, governed by Prince George 's County in Maryland , bought an 80-acre site adjacent to the new Jack Kent Cooke Stadium in Landover to build a state-of-the-art, $37 million sports, recreation and educational complex. The complex was funded through an agreement between the state, county and the Washington Redskins football team. As Program Manager, Draper & Associates provided professional services to develop the site that offers indoor and outdoor facilities for athletic training, family recreation and scientific study, making it one of the most unique attractions in the region.
The facility, approximately 230,000 gross square feet, includes a lobby and glass-wall atrium that overlooks a fieldhouse, natatorium and gymnastics center. The atrium also includes food service and retail areas, corporate and community reception areas, a three-story climbing wall and learning center rooms. The fieldhouse seats more than 3,000 spectators and includes a 200-meter, six-lane indoor track. The field event components include soccer, volleyball, basketball, an infield batting cage, a 160 yard jogging track on a raised third level of the building and administrative offices, training rooms, first aid, and various other athletic support areas. The indoor venue is planned to host televised NCAA competition events. The aquatic facility includes a 50-meter by 25-yard Olympic competitive pool with moveable bulkheads and floor. Permanent seating can accommodate 1,500 spectators. Adjacent to the competition pool is a leisure pool for warm-up and recreational swimming and a spa. The gymnastics center is 25,000 square feet with a fixed mat, vault runway, pit system. Seating capacity for gymnastic events is 1,000 people.
Outside of the building is a high quality surfaced, wide turned radius 400-meter competition track and infield for field events. The track's infield is irrigated and includes a standard size football field. Adjacent to the outdoor track is a soccer field. Future pad sites might include an adventure playground, tennis center, bowling and miniature golf.
Draper & Associates drafted the form of agreement used by the owner and design-builder. We also developed a comprehensive design-build manual for use in managing the development of the project. The manual included a project management plan that detailed the project's design base line, goals and objectives, a work breakdown structure, organization breakdown structure, the project's budget and financial plan, an overall project schedule and a design-build procedural manual.
As prime contractor, Draper & Associates' oversight of the project was on a daily basis. We retained a minority, female, disadvantaged (MFD) firm to assist our efforts in managing daily operations. Draper & Associates' work during the development of the project included reviewing all construction documents to ensure compliance with the program and budget, analyzing bid packages, and monitoring design-builder field performance. We provided coordination and integration between the design-builder and owner on all issues relative to the schedule and budget for the project.
