This project included the renovation of 20 existing Operating Rooms to create 20 state-of-the-art OR's located in area of very limited access. DRAPER & ASSOCIATES was retained to provide project scheduling and control services for this Jacksonville, Florida expansion project, the construction cost of which was in excess of $29 million. Phase 1 was the addition of an 18,000-square foot floor above the existing Emergency Room. The tower crane was mounted on the roof of the building in order to access the construction area, with all deliveries being made through the ER entrance. This new space facilitated nine larger ORs and support facilities. Phase 2 was located on the floor beneath ICU/CCU and above Special Procedures. Seven existing ORs were retrofitted into four ORs and support facilities. Phase 3 included the retrofit of the rest of the ORs and the recovery room into seven ORs along with support facilities, locker room and staff lounge.

Construction took place adjacent to existing operating rooms, ICU, and CCU areas without significant impact to the daily operation of the facility. Special attention had to be paid to synchronization of materials delivery since they had to pass through the operational Emergency Room and because of the limited laydown area. Close coordination with the Agency for Healthcare Administration was required throughout this project in order to comply with the strict Florida standards. The project controls employed by Draper & Associates assured coordination of activities among the diverse members of the project team while the documentation prepared helped ensure that informed business decisions were made by project executives.
