The Challenge
The Tennessee Valley Authority (TVA) encountered severe scheduling difficulties during the development of their Chattanooga, Tennessee Headquarters project. This facility consisted of six buildings tied together through an underground complex encompassing centralized mechanical/electrical/plumbing systems, personnel access tunnels and delivery and storage facilities. The base building did not include the design and construction of the departmental offices, thus, only the central, common areas (lobbies, vertical access, restrooms) were to be provided by the base building contractor.
The Draper Approach
When Draper & Associates was retained by TVA, the base building was several months behind schedule (and continuing to slip), and the programming and design of the departmental office areas had not started. Draper & Associates immediately proceeded to re-sequence and reschedule the 1.8 million SF base building project. This effort resulted in a revised base building schedule which ended the slippage and resulted in earlier base-building completion than was then being projected. Consequently, the scope of Draper & Associates' work was quickly expanded to include scheduling and control of departmental space planning/programming/design/construction since this work was also behind schedule and slipping.
Results Realized
Draper & Associates implemented a scheduling system which resulted in an orderly and expedited completion of the project. In addition to construction coordination, Draper & Associates scheduled and controlled the tenant build-out design and finishing as well as the acquisition of furniture, fixtures and equipment; and planned and implemented the relocation of over 3,000 employees into the new complex without any further schedule slippage. |
